The ideal candidate will have excellent organisational and computer skills (Excel, Word, Outlook), be a good communicator and should be CiLCA qualified or willing to study for this qualification within 12 months.

Knowledge of a financial package such as EasyPC or equivalent would be advantageous.

Council meetings are held eleven times a year (every month but August) usually on the second Tuesday of the month at the Methodist Church in Sharnbrook at 7.45pm. Further committee meetings are:

Amenities – every two months, usually a Wednesday the week after full council.

Planning – monthly, usually first Tuesday of the month.

Finance and General Purposes (F&GP) – approximately quarterly.

The job includes preparing agendas, minutes and reports, as well as handling the
correspondence, enquiries and finance. Hours are 20 hrs per week, which will include day and evening meetings. The hours can be flexible, although attendance at meetings is required.

Salary scale in accordance with LC scales, depending upon experience. The successful applicant will be required to work from the Parish Office.

The Parish of Sharnbrook is located in north Bedfordshire, about 7 miles north west of the county town of Bedford. The Parish has a population of about 2,300, and has an annual precept of approximately £67,000. Milton Ernest Parish Council seeks a highly motivated and enthusiastic person to take on the post of Clerk to the Council and Responsible Finance Officer.

The post is part time for 4 hours per week, to be managed flexibly. The role of Clerk is to ensure that the Council conducts its administrative functions and services professionally and in accordance with all relevant statutory obligations. The Clerk is the main point of contact for all other authorities, contractors, suppliers and the public and plays an important role in Council meetings.

The post will be based at home. Competence in Microsoft Office software, especially Word and Excel, is required. You will also be required to maintain the Council’s website and social media presence.

Duties will include attendance at meetings, preparing agendas, taking minutes and preparing other meeting papers, dealing with all correspondence, implementing Council decisions and liaising with outside bodies and residents, management of Council projects, managing finances and preparing the Annual Accounts for audit, management of council assets and maintenance of the Council’s website and social media presence. You will be required to attend any additional meetings as necessary. Parish Council meetings are currently held on 2nd Thursday of every month, with no meeting in August or December.

The post-holder will need to possess excellent communication skills, be self-motivated and have the ability to prioritise their own workload. An experienced clerk is required. Salary will be in accordance with National Local Government Pay Scales and set within salary range LC2 18-23 (£29,269 to £32,076 pro-rata), dependant on experience and qualifications. A monthly working from home allowance of £26 is also provided.

Salary Scale LC2 Point 18 -23 (£29,269 – £32,076) pro rata depending on experience

This is an opportunity to start a career in local government with the chance to work towards becoming a qualified clerk.  You will also be enrolled in the Local Government Pension Scheme.  The vacancy would especially suit someone local to Brickhill given the need to meet prospective and existing tenants on the Allotment Site at Foster’s Brow, off Brickhill Drive, but all candidates are welcome.

Overall Responsibilities

The Assistant Clerk to the Council will be responsible for assisting the Clerk with aspects of administration, bookkeeping and communications as required ensuring that the Council fulfils its function as a Local Authority.

Specific Responsibilities

  1. To maintain appropriate records and accounts of all matters pertaining to Brickhill Allotments including tenancy agreements and rents. This will involve maintaining the waiting list and meeting prospective and existing tenants on a face-to-face basis.
  2. To inspect the allotment site on a regular basis to ensure that terms and conditions of the tenancy agreements are respected by all tenants and to issue appropriate correspondence and notices to quit.
  3. To inspect the allotment site on a regular basis to report to the Clerk or the Council on the maintenance and safety of the site and to issue instructions to and supervise the work of the authorised maintenance contractor.
  4. To attend the three annual evening meetings of the Allotment Committee held at St Marks in February, May and November. To prepare the notice of meeting, the agenda and to minute the meetings.
  5. If not already qualified, to work towards the achievement of the status of Qualified Clerk

General Responsibilities

To perform any reasonable additional duties requested by the Clerk as are required to assist the Clerk and the Council to fulfil the functions of Brickhill Parish Council.  This may include:

i)  To assist the clerk to maintain the Council’s accounts and prepare records for audit purposes and VAT.

ii) To prepare, in consultation with appropriate members and/or the Clerk, notices and agendas for meetings of the Council and Committees where such duties have been delegated by the Clerk and to post notices on parish notice boards.

iii) To attend meetings of the Council and meetings of its committees and sub-committees where such duties have been delegated by the Clerk and to make appropriate records of the proceedings.

iv) To assist the Clerk to handle correspondence and documents on behalf of the Council and to deal with the correspondence or documents or bring such items to the attention of the Council where such duties have been delegated by the Clerk. To issue correspondence as a result of instructions from the Clerk or the known policy of the Council.

v) To answer the parish council telephone and to perform general office duties eg photocopying, email etc.

vi) To assist the Clerk in production of reports, documents and publicity materials for example, allotment maintenance reports, newsletters, allotment gardeners’ handbook etc.

The successful candidate will be employed for 4 hours per week, working from the office in Clapham

The role of the Assistant Clerk is to provide support to the Clerk in her duties to ensure the smooth

Terms & Conditions include:

Clophill Parish Council seeks a highly motivated and enthusiastic person to be Clerk to the Council and Responsible Finance Officer. The successful candidate will be paid for approx. 12 hours per week but this may vary depending on meetings and workload.

The role of Clerk is to ensure that the Council conducts its business properly and to provide independent, objective and professional advice and support. They are the key point of contact with all contractors, suppliers, residents of the village and have a vital role in Council meetings.

The successful candidate will need to possess great communication skills and the ability to prioritise their own work with minimal input day to day from the Parish Council. It is expected that the Clerk will maintain accurate records for the Parish Council, attend meetings as determined by the Council to give appropriate guidance to councillors where required.

Duties include:

  • Acting as advisor to the Council, preparation of meeting agendas and meeting minutes
  • Compilation and distribution of correspondence using relevant systems.

Experience and Skills Required

  • Applicant to hold or consider working towards a Certificate in Local Administration (CiLCA)

Tempsford Parish Council is looking for a motivated person for the role of Clerk and Responsible Finance Officer.

Skills and Experience

  • IT literate, able to use Word, Excel, and Outlook. Knowledge of Scribe Accounting package, or equivalent, would also be helpful.
  • Must be able to use their own initiative and work independently.
  • Have knowledge of local government and finances.

Council meetings are held six times a year (January, March, May, July, September, and November) usually on the second Tuesday of the month at the Stuart Memorial Hall in Tempsford at 7.30pm.

The post is part time, 6 hours per week working from home. The hours can be flexible, although attendance at meetings is required. The Clerk will be provided with a laptop and printer and will need space  to securely store some files of paperwork.

Salary will be based on the NJC pay scale for Council employees will be agreed according to qualifications and experience (currently in the range LC1 Scale Points 13-17 which is  £13.97-£14.95 per hour subject to pending annual review)

Your role

  • Being the Parish Clerk and responsible finance officer responsible for ensuring the council is acting within current regulations
  • Guiding councillors on legislation and compliance matters.

Your Responsibilities

  • Compiling and publishing Parish Council meeting agendas
  • Regular attendance at bi-monthly evening council meetings and occasional extra meetings if required. Meetings are usually held Tempsford Stuart Memorial Village
  • Minute taking and timely publication of those minutes
  • Liaising with stakeholders such as Central Bedfordshire Councillors
  • Responding to correspondence and emails on behalf of the Parish Council, placing orders for services agreed by the Parish Council, ensuring that the Parish Council’s website is maintained and updated
  • As the Responsible Financial Officer, taking responsibility for managing the administration of the council’s finances, including keeping all accounts, making regular bank reconciliations, completing VAT claims, preparing the council’s budget, year-end accounts, and audit paperwork.

  • an ability to work independently
  • to be proficient in the use of Microsoft Office products, in particular Word and Excel
