Parish Clerk and Responsible Financial Officer, Tempsford Parish Council
Tempsford Parish Council is looking for a motivated person for the role of Clerk and Responsible Finance Officer.
Skills and Experience
- IT literate, able to use Word, Excel, and Outlook. Knowledge of Scribe Accounting package, or equivalent, would also be helpful.
- Must be able to use their own initiative and work independently.
- Have knowledge of local government and finances.
- Already have or be willing to work towards CiLCA within 12 months.
Council meetings are held six times a year (January, March, May, July, September, and November) usually on the second Tuesday of the month at the Stuart Memorial Hall in Tempsford at 7.30pm.
The post is part time, 6 hours per week working from home. The hours can be flexible, although attendance at meetings is required. The Clerk will be provided with a laptop and printer and will need space to securely store some files of paperwork.
Responsibilities include preparing agendas for meetings, taking minutes, dealing with council correspondence and finance.
Salary will be based on the NJC pay scale for Council employees will be agreed according to qualifications and experience (currently in the range LC1 Scale Points 13-17 which is £13.97-£14.95 per hour subject to pending annual review)

Job Description

Your role
- Being the Parish Clerk and responsible finance officer responsible for ensuring the council is acting within current regulations
- Guiding councillors on legislation and compliance matters.
Your Responsibilities
- Compiling and publishing Parish Council meeting agendas
- Regular attendance at bi-monthly evening council meetings and occasional extra meetings if required. Meetings are usually held Tempsford Stuart Memorial Village
- Minute taking and timely publication of those minutes
- Liaising with stakeholders such as Central Bedfordshire Councillors
- Responding to correspondence and emails on behalf of the Parish Council, placing orders for services agreed by the Parish Council, ensuring that the Parish Council’s website is maintained and updated
- As the Responsible Financial Officer, taking responsibility for managing the administration of the council’s finances, including keeping all accounts, making regular bank reconciliations, completing VAT claims, preparing the council’s budget, year-end accounts, and audit paperwork.
You will need:
- excellent communication and numeracy skills
- an ability to work independently
- to be proficient in the use of Microsoft Office products, in particular Word and Excel
- to have reliable internet access (essential).
Ideally, you should hold the Certificate in Local Council Administration (CiLCA) or be willing to commit towards achieving this qualification at the Parish Council’s expense within the first 12 months of employment.

The Parish of Tempsford is located in north Bedfordshire, about 7 miles (11 km) east north-east of the county town of Bedford. The Parish has a population of about 560, and has an annual precept of approximately £18,000. The Parish Council currently consists of 7 Councillors.
