Milton Ernest Parish Council seeks a highly motivated and enthusiastic person to take on the post of Clerk to the Council and Responsible Finance Officer. The post is part time for 5-6 hours per week, to be managed flexibly.

The role of Clerk is to ensure that the Council conducts its administrative functions and services professionally and in accordance with all relevant statutory obligations. The Clerk is the main point of contact for all other authorities, contractors, suppliers and the public and plays an important role in Council meetings.

The post will be based at home. Proficiency in Microsoft Office software, especially Word and Excel, is required. You will also be required to maintain the Council’s website.

Duties will include attendance at meetings, preparing agendas, taking minutes and preparing other meeting papers, dealing with all correspondence, implementing Council decisions and liaising with outside bodies and residents, management of Council projects, managing finances and preparing the Annual Accounts for audit, management of council assets and maintenance of the Council’s website and social media presence. You will be required to attend any additional meetings as necessary. Parish Council meetings are currently held on 2nd Thursday of every month, with no meeting in August or December.

The post-holder will need to possess excellent communication skills, be self-motivated and have the ability to prioritise their own workload.

An experienced clerk is required. Salary will be in accordance with National Local Government Pay Scales and set within salary range LC2 18-23 (£30,599 to £33,366 pro-rata), dependant on experience and qualifications. Vacancy – Locum Part-Time Clerk and Responsible Financial Officer, Stondon Parish Council

Stondon Parish SignStondon Parish Council seeks a Locum Part-Time Clerk and Responsible Financial Officer.

Due to the departure of the current Clerk and RFO at the beginning of June 2025 the Parish Council is initially seeking to employ a Locum Part-Time Clerk & RFO for a period of circa 3 months until a permanent employee can be appointed. The focus of the role will be to assist the Council in ensuring we meet all our core responsibilities during an interim period between Clerks. Start date will be as soon as possible.

The successful candidate will have good understanding of local council administration and the legal framework and be able to hit the floor running after a handover with the current Clerk. Working from home or at the council office in the Community Centre in Stondon the Locum will be working a minimum of 7 hours per week (ideally more than this) and clerking at one evening meeting on the third Wednesday of each month. The Locum Clerk will be the key point of contact with the public, contractors and the local authority with support from councillors as required.

The ideal candidate will need to possess good communication skills, be organised and self-motivated and able to prioritise their workload independently, with little supervision.

Tempsford Parish Council is looking for a motivated person for the role of Clerk and Responsible Finance Officer.

Skills and Experience

  • IT literate, able to use Word, Excel, and Outlook. Knowledge of Scribe Accounting package, or equivalent, would be useful.
  • Must be able to use their own initiative and work independently.
  • Have knowledge of local government and finances.
  • Already have or be willing to work towards CiLCA within 12 months.

Council meetings are held six times a year (January, March, May, July, September, and November) usually on the second Tuesday of the month at the Stuart Memorial Hall in Tempsford at 7.30pm.

The post is part time, 6 hours per week working from home. The hours can be flexible, although attendance at meetings is required. The Clerk will be provided with a laptop and printer and will need space to securely store paperwork.

Responsibilities include preparing agendas for meetings, taking minutes, management of budget and accounts and dealing with council correspondence.

Salary will be based on the NJC pay scale for Council employees will be agreed according to qualifications and experience (currently in the range LC1 Scale Points 13-17 which is £14.60 £15.58 per hour subject to pending annual review)

The role requires the Clerk to ensure the Council conducts its administrative functions and services professionally and in accordance with all relevant statutory obligations. The Clerk is the main point of contact for all other authorities, contractors, suppliers and the public and plays a significant role in Council meetings.

The position will be based at home and will be for 4.5 hours per week. There are 6 Parish Council meetings per year and one Annual Parish Meeting. These are held at the Village Hall every other month on a Monday.

Duties will include attendance at meetings, preparing agendas, taking minutes, and preparing other meeting papers, dealing with all correspondence, to implement Council decisions and consult with outside bodies and residents and manage Council projects, also maintain the Council website.

The Clerk will manage all Council finances, Council assets and prepare the end of year accounts for audit.

The Clerk will maintain Paye software to manage any Tax and NI payments.

The ideal candidate will have good organisational and computer skills (Excel, Word), be a good communicator and should be CiLCA qualified or willing to study for the qualification.

The Clerk’s Salary will be in accordance with Government/NJC Pay Scales and set within salary range LC2 18-23 (£29,269 to £32,076 pro-rata), dependant on experience and qualifications.

There will be a payment of £200 per year for the use of the Clerk’s administrative equipment.

Vacancy for Parish Clerk/Responsible Financial Officer

Salary Scale SCP 28 to SCP 32 pro rata Pro rata 30 hours per week including evening meetings.

The Parish Clerk/Responsible Financial Officer is responsible to the Parish Council/Staffing Committee and receives a precept of approximately £160,000 per year.

The Parish Clerk will be required to work from the council office in Harlington Bedfordshire (LU5 6LE) and have their own transport. Some evening and out of hours work is required – the Council meets on the second Tuesday of every month, along with 6 other meetings (always on a Tuesday evening).

The successful candidate will be computer literate (including Word, Excel etc) and confident in using email and the internet.

Knowledge of the workings of local government is a distinct advantage but not essential as full training will be provided. It would be helpful if there was prior knowledge of the law, procedures and financial workings of a local council.

It is highly desirable that applicants have relevant qualifications such as the Certificate in Local Council Administration (CiLCA) or is willing to undertake further training as necessary to achieve the CiLCA award in the near future and will be required to undertake the Introduction to Local Council Administration (ILCA) course.

Training will be offered as appropriate and remuneration will be based on scale SCP 28 to SCP 32 pro rata, according to SLCC/NALC guidelines and dependent on experience along with membership of the LGPS pension scheme.
